The free minutes appear only in the V1 API price table; the V2 API table has no free tier. Google Cloud's official free-tier list says: "60 minutes per month per account for the Speech-to-Text V1 API". Counted per account and reset monthly; covers both file and streaming recognition.
Only 60 minutes a month, so it suits testing and light use; for volume see the Deepgram, AssemblyAI and Speechmatics entries. You need a Google Cloud project with billing enabled (credit card), usage beyond 60 minutes is charged automatically, so set a budget alert. Users in mainland China need a proxy. The free allowance applies to the V1 API only, not V2.
